Some Major Happenings in Xiamen this August 2017

Security checks on buses ~

Starting from August 1st this year, passengers who travel in or out of Xiamen Island are advised to take along their ID documents (ID cards or passports) due to random security checks on passenger coaches and buses, intended to improve security throughout the city during the upcoming 9th BRICS Summit.

The security checks will be made on vehicles, passengers, and their belongings, randomly and in any case where an individual, vehicle, or item is deemed suspicious.

Security checks on all Xiamen Island-bound vehicles ~
From August 22nd to September 6th, 2017, all Xiamen Island-bound vehicles will undergo thorough security checks on four of the city’s bridges and one of its tunnels.

The four bridges and one tunnel are as follows:
Xiamen Bridge/厦门大桥
Jimei Bridge/集美大桥
Xinglin Bridge/杏林大桥
Haicang Bridge/海沧大桥
Xiang’an Undersea Tunnel/翔安海底隧道

Traffic control on Xiamen Island and Gulangyu Island

Traffic control measures will be implemented at different periods from August 28th to September 7th, 2017.

Tourist limits at Xiamen University Siming Campus this summer holiday ~

Xiamen University’s Siming campus usually opens for free to visitors all day long during the summer holiday. But from July 23rd to September 16th this year, the campus launched tourist limits for maintenance work and due to some ongoing research projects on campus.

The tourist limits are as follows ~

> From Mondays to Fridays, visitors are allowed to enter the campus only during two designated time periods: 12 noon to 2 p.m. (limited number of tourists: up to 1,000 daily) and after 5:30 p.m. (no limit on number of tourists)
> The campus will be open to visitors all day long on weekends
> Valid ID documents are required to enter the campus
> Private vehicles are prohibited from entering the campus

Haicang Seawater Show Park ~

Built with an investment of RMB 100 million, the seawater show park is a new attraction in Haicang Lake Park. It debuted its rousing visual and musical display for visitors in late July.

The park is scheduled to stage regular water shows for visitors.

Filipino helper Dies in Shenzhen

SHENZHEN, China – Authorities are investigating the death of 20-year-old Filipino domestic helper who fell from a building on the mainland after being sent there to work by her Hong Kong employers. Officials have classified the tragedy as a “suspected case of human-trafficking”.

The case has exposed a “dangerous trend” of local employers dispatching their helpers to work illegally outside the city, said rights groups, citing mounting complaints over the past few years.

The family of the dead worker, Lorain Asuncion, who are in Hong Kong to seek answers, said before her death she had shared her dread each time she had to go to the mainland with her employer.

On July 24, Asuncion’s family was informed by a Hong Kong employment agency that she had fallen to her death that day from the seventh floor of an apartment building in Shenzhen.

They had no other details, according to her sister and aunt, as the Hong Kong employer had declined to meet them, choosing instead to answer questions via the consulate.

“We were told that she jumped. But we think the death of my sister is very suspicious. We want to know what happened and have justice,” said Jenevieve Javier, 29.

A spokeswoman for Hong Kong’s Immigration Department, which was notified about the death by the consulate, told the Post that it had “referred the suspected human-trafficking case to the police for follow-up action.”

A police spokesman said they were gathering facts. “We would like to reiterate that all kinds of crimes, including offences related to human-trafficking, are not tolerated in Hong Kong. Police … will continue to conduct proactive investigation and prosecution of relevant cases,” he warned.

Rights groups said the number of cases of Hong Kong employers taking their helpers to the mainland has grown in recent years, even though such a practice went against the helpers’ contracts. They said there were also cases of maids hired in Hong Kong who ended up being taken illegally to work full-time for families on the mainland.

Asuncion’s death came reports suggested last month the Chinese government was considering allowing foreign domestic workers to be hired in five top cities. Late last year, foreigners as well as Hong Kong and Macau residents in Guangdong province were allowed to hire helpers from abroad.

According to Asuncion’s relatives, she had been taken to the mainland about four times since October 2016, when she began working for the couple. “She was afraid because of the language and when she was in [mainland]China she did not have access to social networks, so she could not talk to us,” said her aunt, Susan Escorial, 48.

“Last time, she was even more afraid because she would not be with her real employer,” Escorial said, claiming that her niece was left in Shenzhen with another relative while the couple went on holidays.

According to Escorial, she had complained in recent weeks she did not have adequate rest and Javier said she and her employer had an argument as she had not been allowed to go on holidays to the Philippines.

Both said Asuncion had not shown signs of depression or personal problems. “She had many friends and relatives here,” Escorial said.

When the Post contacted her employer, he acknowledged his name, but upon hearing the call was about Asuncion, he hung after saying: “I think you got wrong information. I cannot talk right now.”

The Sunlight Employment Agency, which processed Asuncion’s contract, did not respond to queries.

A spokesman for the Philippine Consulate General in Guangzhou said Asuncion’s body was in a morgue in Shenzhen. The consulate was in touch with the Guangdong Public Security Department to obtain the autopsy and the police reports as well as the death certificate. Authorities in the mainland did not respond to Post’s queries.

Danilo Baldon, an assistant to nationals at the consulate in Hong Kong, said the office received about four complaints in past months of domestic helpers who were taken to the mainland China against their wishes for stretches of time. But it was difficult to estimate the extent of the problem. “We don’t know, because they don’t report it for fear of having their contracts terminated,” he said.

Holly Allan, director of HELP for Domestic Workers – a support group for helpers in Hong Kong – said that over the past year they received at least one such case a month. “There is a trend. We have dealt with a number of cases – either working there full time or for periods of time,” she said, noting that has become more frequent.

Cynthia Abdon-Tellez, general manager of the Mission for Migrant Workers, said that over the past year her NGO received between 10 and 20 inquiries from helpers over the same issue, adding that was a “conservative” estimate.
Abdon-Tellez warned families who took their helpers abroad that they were “both taking a risk: the helper goes as tourist, which means that she does not have a permit to work there, and the employer is usually breaching the contract and should be held responsible if something happens.”

The US State Department’s annual report on human-trafficking released in June said that “some foreign domestic workers sign contracts to work in Hong Kong, but upon arrival are sent to work in mainland China .” Advocates have called for an anti-human trafficking law, as current provisions forbid human-trafficking for the purpose of prostitution, but not for forced labour.

A spokesman for the Labour Department said if employers breach contracts, including “arranging foreign domestic helpers to work in places other than set out”, that will be taken into consideration in assessing the employers’ future applications for employing helpers.

The department also said that a person who makes a false statement to the immigration – for instance, someone playing as a front for a family in the mainland – is liable to prosecution and might receive a maximum fine of HK$150,000 and imprisonment for 14 years.

Asuncion’s family is seeking legal aid to pursue compensation claims in the city.

But for her family, the real loss was not being able to see Asuncion again and returning to the house she was building in the Philippines. “She was a very hardworking girl, and she was aiming at many things,” recalled her aunt, holding back tears.“We hope this does not happen to others.”

Philippine Consul General to Xiamen Julius Caesar A. Flores made a presentation entitled “Philippine Consulate General Presents Palawan: The World’s Best Island”. The presentation served to drum up interest among media representatives and travel/tour operators in Fujian in connection with the launching of Xiamen – Palawan charter flights in February 2018 in cooperation with C&D International Travel Group held at the C&D Tourist Experience Center, Xiamen City on 24 November 2017.

The presentation generated great enthusiasm and keen interest among the various tour operators, travel agency and media representatives. The scheduled flights coincide with the Chinese New Year which is considered as another opportunity to open and bolster the Philippines as a tourist destination to the Fujian market.

Consul General Flores expressed appreciation to C&D for taking the initiative to work with Philippine Airlines (PAL) to launch the charter flights. Consul General Flores also encouraged airlines to open more air links between Fujian cities and the Philippines to enhance opportunities for trade, business, tourism and people-to-people exchanges, in further deepening relations between the Philippines and Fujian province.

Former House Speaker Jose De Venecia, Jr., Philippine President’s Special Envoy for APEC and Intercultural Dialogue and Philippine Consul General to Xiamen Julius Caesar A. Flores, were among the VIPs invited to deliver keynote speeches at the Opening Ceremony of the “International Symposium on the Maritime Silk Road: Connectivity and Benefits-Sharing Between China and Southeast Asia” on 17 November 2017 held in Jeurong Hotel, Fuzhou City, Fujian, hosted by Fujian Normal University’s (FNU)  in celebration of its 110th Anniversary.

In his keynote speech, Consul General Flores made a presentation on “The Master Plan on ASEAN Connectivity 2025 and China’s Maritime Silk Road: Complementing Mechanisms for the Enhancement of Friendship, Understanding and Cooperation”, underscoring the importance of enhanced cooperation between ASEAN and China as well to greater connectivity between the two regions.

Meanwhile, Former speaker De Venecia in his speech cited China’s 21st Century Maritime Silk Road as a network of friendship and cooperation extending to Europe and Africa given the positive developments in the Asia-Pacific region, highlighting improved Philippine-China relations.

The symposium was co-hosted by the Embassy of Indonesia in Beijing and its Consulate General in Guangzhou, China and the Indonesian Center for Strategic and International Studies (CSIS).

Other VIPs and distinguished guests include, HE Soegeng Rahardjo, Indonesian Ambassador to Beijing; Hon. Ratu Silvy Gayatri, Indonesian Consul General to Guangzhou; Mr. Zhang Jinxiong, Executive VP of Indonesian Chinese Entrepreneur Association; Mr. Chen Chuxin, Member of Party Leadership Group of Foreign Affairs Office of Fujian Provincial People’s Government & VP of the Fujian Provincial People’s Association for Friendship with Foreign Countries; Mr. Jusman S. “For me, this symbolizes the brotherhood and camaraderie between our nations,” sabi niya. Gusto rin niyang ipakita ang kanyang pamanang lahi, dahil Tsino at Pilipino ang kanyang lolo at lola. Umaasa aniya siyang sa pamamagitan ng kanyang likhang-pansining, tutulayan ang kultura ng Tsina at Pilipinas.

Ang tema ng mga itinatanghal na litrato ni Tu Zhengpeng, isang Tsinong freelance photographer, ay “temperatura ng lunsod.” Lipos ng paglingap sa sangkatauhan ang kanyang mga larawan, at nagpapakita ang mga ito ng mga sandali sa pamumuhay ng magkakaibang tao sa kalunsuran.

Ipinapaalam ng Konsulado Panlahat na sa selebrasyon ng ating ika 120th anibersaryo ng kalayaan na gaganapin sa ika 27 ng Mayo ng 2018 sa MXIS sa linggo, ang Konsulado Panlahat ay magbibigay ng pagkakataon para sa:

Filipinos in China (Finch) hosts “Unang Hirit” acquaintance gathering in Jinjiang City

Consul General Julius Caesar A. Flores attended as VIP Guest in the acquaintance event billed as “Unang Hirit” of the Filipinos in China (FINCH) community organization last 29 April 2019 held at the Aile Philharmonic International Hotel, Jinjiang City.

Consul General Julius Caesar A. Flores delivers remarks acknowledging FINCH’s significant contribution to the Filipino community in
Quanzhou and its environs during the opening program of FINCH’s acquaintance party in Jinjiang City.

In his welcome remarks, Consul General Flores commended FINCH for helping collective efforts to unite and solidify Filipinos in Fujian Province, specially those located in Quanzhou and its environs, Jinjiang and Shishi cities. He also reminded qualified voters to exercise their suffrage for the May 2019 elections.

Mr. Jun Padios, new FINCH President, also conveyed his appreciation to his fellow Filipinos and sponsors for their support and cooperation in making the event a success.

Musical and dance numbers, raffle draws and disco dancing formed part of the event’s program.

The event, attended by almost 300 Filipinos, was organized by FINCH following the election of its new set of officers for 2019.

The Philippine Consulate General in Xiamen is conducting a survey on a possible need for a special flight from Xiamen and/or Quanzhou (Jinjiang) to Manila to address the request by Filipinos who wish to return to the Philippines on a direct flight. If it is viable, the Philippine government will arrange with commercial airlines to push through with the plan It is important to note, however, that should a special flight be arranged, the airlines will be charging regular rates since this is a commercial and not a repatriation flight. Moreover, all returning Filipinos will be subject to quarantine per Department of Health (DOH) rules.
